New tower, bigger feature park slated for HALL Park
Craig Hall’s 162-acre office campus in Frisco is growing again.
Frisco City Council on March 4 approved a master development agreement that includes a 1.4-acre expansion of Kaleidoscope Park, adding a new water feature, an outdoor video screen and a stage.
The new plans also include a 1,100-space parking garage with a 12-story office building on top of 100,000 square feet. It will rise on a 2.7-acre redevelopment site east of Internet Boulevard and just south of Kaleidoscope Park, which opened in October at 6635 Warren Pkwy.
Frisco Community Development Corp. had voted Feb. 20 in favor of the expansion plans. The total cost for the Kaleidoscope Park expansion is $14 million, with developer Hall Group Management LLC and the Frisco CDC each contributing $7 million. Any costs beyond that will be covered by Hall Group. The Kaleidoscope Park Foundation is responsible for the design and construction of the expansion.
The Frisco Planning and Zoning Commission is expected to vote on the site plans next week, City of Frisco spokeswoman Dana Baird said in an email. Construction for the park expansion, garage and office tower is expected to begin in early 2026 and finish by June 30, 2028.
“Adding these elements … will just add to the creative type of performance and activities that can happen there,” Frisco Mayor Jeff Cheney said during the March 4 meeting. “On top of that, continuing to build out the business park and being able to bring class A-type product to our community is greatly important.”
The Hall Group and the Frisco Economic Development Corp. have a performance agreement to finance the garage. Based on the agreement, the total cost of the parking structure and office tower is expected to be about $90 million, Ellen Burger, chief of staff at Hall Group, said in a March 6 email.
Hall Group will receive a $7 million grant from the FEDC for infrastructure improvements. The city will also issue $40 million in tax increment reinvestment zone funding to construct the parking garage.
“We know with employees returning to the workplace that the need for class A office is going to continue to grow here in our city,” council member Angelia Pelham said during the March 4 hearing. “We already know that the supply falls short of the demand [and] to be able to add quality Hall-like class A office, I think is absolutely incredible. Recent additions to Hall Park include The Monarch, a 214-unit high-rise apartment building; the 224-room Hall Park Hotel, and The Tower, a 16-story office building at 6605 Warren Pkwy. The office building will soon house Chobani LLC, which has leased nearly 29,000 square feet. Today, the office complex hosts more than 200 companies across 15 buildings and serves a community of more than 150,000 people.
